I actually already bank at Morton Community, but do you know of any credit card issuers who have a decent rewards program and who didn't take bailout money? I'm looking to switch my credit card from Chase.

hmmm...Heartland does offer credit cards although they really don't advertise it. I'm not sure who the "backing bank" is but the card is a Visa. So although Heartland did not take bailout money, the people behind the card may have.
